How to become a registered Learn Local organisation
Registered Learn Local organisations provide quality vocational courses for adults. Their government-supported programs help learners boost their earning potential, improve literacy skills and transition into new learning pathways.
Not-for-profit organisations can apply to be registered with the Adult, Community and Further Education (ACFE) Board. Registered organisations are eligible to receive Government funding to deliver pre-accredited programs and to apply for a range of other supports, including the ACFE Board Capacity and Innovation Fund. This pool of funds supports organisations build their capacity to deliver outcomes for their learners.
The ACFE Board has developed guidelines relating to the eligibility of organisations to be registered as a Learn Local organisation with the ACFE Board.

The process has been designed to be simple, equitable, transparent and consistent across the state. Business Viability Assessment
As part of the ACFE Board's registration process, Learn Local organisation are required to undertake a Business Viability Assessment. This assessment process allows potential Learn Local organisations to identify if they have the business systems in place to manage a funding relationship with Government. Re-registration
Organisations are usually registered up to three years. Renewing registration with the ACFE Board involves a similar process to initial registration.
Delivering accredited programs
To deliver accredited programs in vocational education and training (VET), organisations must be Registered Training Organisations (RTOs). Accredited programs include the following nationally recognised courses and qualifications:
- Certificates I to IV
- Diplomas
- Advanced Diplomas
Learn Local organisations can apply to the Victorian Registration and Qualifications Authority (VRQA) to become a Registered Training Organisation. An education organisation can become a RTO when the VRQA is satisfied that it is able to meet the Australian Quality Training Framework (AQTF 2007) Essential Standards for Registration.

ACFE Board purchase of accredited programs
Government funding to support the delivery of accredited training is managed through Higher Education and Skills Group, on behalf of the ACFE Board.
