What is a training package?
Training packages are sets of nationally endorsed standards and qualifications for recognising and assessing people's skills. A training package describes what sort of skills and knowledge a person needs in the workplace.
Training packages are endorsed nationally and are reviewed regularly to ensure they continue to meet the needs of industry, students and the community.
Training packages are developed by:
- industry through national industry skills councils
- enterprises that require specific qualifications and training
To obtain national endorsement, training package developers consult with relevant industry or enterprises, and gain their support. Training packages are assessed for quality and then endorsed by the National Quality Council (NQC).

Implementing training packages in Victoria
Victoria develops purchasing guides to assist registered training organisations (RTO) with the implementation of training packages. The guides outline:
- transition arrangements
- relationships between qualifications
- registration processes for training organisations
- apprenticeship and traineeship pathways
- nominal hours of units and qualifications

Curriculum Maintenance Managers
Curriculum Maintenance Managers (CMMs) provide advice to various stakeholders on training and delivery, support teacher networks and maintain Victorian Crown copyright curriculum.
