Public registered training organisations

Public Victorian TAFE Institutions receive Victorian Government funding to deliver nationally accredited vocational education and training (VET) and assessment services.

Private registered training organisations

Private registered training organisations (RTOs) can apply to receive Victorian Government funding to deliver nationally accredited VET and assessment services through the Government Funded Training Program (GFTP).

Funding is provided through the:

• Apprenticeship Traineeship Training Program (ATTP) - provides people with the opportunity to engage in meaningful employment and receive training. Through the ATTP, private RTOs deliver training and assessment for apprentices and/or trainees which includes school-based apprentices and trainees.
• Priority Education Training Program (PETP) - reflects the Victorian Government's commitment to industry priorities, life-long learning and the need for customised, flexible and readily available training. Through the PETP, private RTOs deliver training that meets the skill needs of priority industry sectors and the general community.

Each year the Victorian Skills Commission (VSC), through Skills Victoria, contracts private RTOs to deliver training.

2008 Government Funded Training Program

For 2008, changes were made to the GFTP to further increase the flexibility and responsiveness of the National Training System in Victoria.

Changes to the ATTP include:

• three-year funding agreements with RTOs (conditional on performance), and
• a trial of a 'contestable pool' funding model.

Changes to the PETP include:

• increasing the number of RTOs eligible to apply.

Skills Victoria will continue to fund RTOs through the Victorian Government initiative Maintaining the Advantage: Skilled Victorians.

Contractual compliance

RTOs that are funded under the GFTP receive contract compliance audits to ensure compliance with the conditions of the GFTP. Information on the audit requirements can be found under Auditing.
